Stardock's 'Galactic Civilizations' (1994) was originally designed for IBM's OS/2 operating system, before being converted to Windows a few years ago. It's a relative unknown because of that, but it's built up a sturdy fanbase none-the-less.

It's a turn based strategy game trategy set in the distant future where mankind has become a space-faring civilization and now must contend with other galactic powers who strive for domination in the galaxy.

I know that grpahics aren't everything, but it's a tad suspicious when 6 out of 8 screenshots are cutscenes...

Hey, that's my line usually, but a game like GalCiv is hard to promote with ingame shots, so I let them get away with it. :-)

Can you seamlessly fly from wherever you are, to a planet of your choice and land, and take off from a planet and seamlessly fly to another one without cut scenes etc....?
