As far as I know (not much), the plot of the new GBA game is completely unrelated to any other games in the series. It's more of a 'gaiden' ("side story"), I think. As for characters, they will mostly be new, although there will likely be cameos of some description. Maybe you can choose Marcus again!

Intelligent Systems bring: 'Princess Eirika; Prince Ephraim of Renais; Prince Lyon of the Grado Empire; Vigarde, emperor of Grado; and dozens of other characters each with their own intricate story and set of motivations', to the GBA on the 23rd of May this year.
