Because they spend all the money on the license then realise they haven't got any budget left to spend on the game. They then pray that the license sells the game no matter how bad it is, considering some licensed turkey's sales it does work occasionally! :-(

As a rule, I ignore fighting games that aren't made in Japan. I assume this pile of poo is American, hence the low score.

Not to defend the game, but you were a bit harsh on the main baddie. They have basically taken a character that existed in the comics and simplified his storyline to fit into the game.
