because it wont be because the console isnt capable - bloom is one of the easier effects to pull off..

The bloom effect was integeral to the visuals of the PS2 version and without it the game looks a bit murky and almost lifeless, try the PS2 version (with an RGB cable or something) and you'll find the visuals shit all over the Wii version so far.
Considering Okami is a PS2 game I'm guessing it was coded really awkwardly, using effects PS2 only seems to do, so I'm guessing recreating the bloom effect isn't as easy as you think.

Bloom is bloom. No matter how you achieve it. All consoles of the previous generation did plenty of bloom, and the Wii does bloom even better (according to the MP3 developers). If they can't just port the code straight to it, then they can recreate it otherwise.
