Sony passed on GTA IV?

SCEA exec implies as much.

SCEA veep Jack Tretton has implied that Sony passed on the opportunity to bind Grand Theft Auto exclusively to PlayStation for another generation.

"It's just a question of how deep into your pockets do you have to reach to secure [exclusivity]?" he said, speaking to Newsweek.

"Desperation breeds deep pockets. Confidence breeds the opposite. When it makes sense, you do the deal. When it doesn't, you pass."

Tretton was responding to allegations in Newsweek that Sony lost out on exclusivity for Take-Two's GTA IV and Ubisoft's Assassin's Creed while Ken Kutaragi "dragged his feet" - something Tretton declined to address directly.
