You're doing it wrong. It's rendered at a sub-HD resolution and then upscaled to 720p.

By the looking of the hud and jaggies, it's a 640p confirmed, just like Halo 3. Nothing new here, the Xbox has been maxout a long time ago, the last bunch of subHD games just confirmed it, and expect to see a lot more at the E3 this year.
