Looks to me like his jumping from one high building to another.
It looks like a interesting game to me - has a unique look to it I think thats not quite cell shaded and not exactly realistic but a blend between the two that seems to work well.
Maybe same genre as GTA but not the same - as I understand it you play as a team of elite cops with super powers - The ign review says it has coop play as well which could be fun.
