This is because DLC must have the same age rating as the original game and ragdoll physics would bump the game up to a higher rating.

The shots don't appear to be at native (i.e. 720p) resolution, so it doesn't look *quite* that good on an HD TV - but it's not far short - this game is certainly still one of the best head-turners on the current platforms, and it does shine up rather well on an HD telly.
I believe the PC version when released will of course support much higher resolutions than the PS3 / 360 versions.

Criterion have allready addressed this ... there will be no rag-doll animations or riders thrown into objects - this is due to rating and not techical issues. If the game suddenly features violence not fit for the rating, this will require re-rating of the game which is not realistic since it allready on the shelves.
Personally I don't give a damn about rider crash animations - riding physics and handling is far more important!
