Please keep in mind they still have time to optimize the code. I wouldn't expect them to release something as bad as you imply.
On the other hand, if you were expecting Crysis 1 on "High", let alone "Very high", level of Graphics, running at a stable 30FPS, I think you may have overrated the X360. Just a timy bit, eh... :D
