I don't think so, although there is another shot of the same building that does look "in-game". Apparently it's Freeport.

Thanks for that Picasa link. Not sure why the ones posted on EG are presented as in-game, unless of course they are loading screens. There is also some concept art on that Picasa link that shows a 'Kobold', sadly though, without a candle :(

@TheDudesRug - Because SOE insist that they *are* in-game, despite the city picture clearly being artwork of some kind. Chances are, you're right, its a loading screen.
